between is when you'll get hampered. we'll have rain falling. in the mountains, cold enough for a while this morning. we could have a few showers of some sleet or even freezing rain. here's a look at your forecast day plan forethis tuesday morning. -- for this tuesday morning. temperatures starting in some spot in the 20s. we're in the 30s most of us. low 40s by 11:00. you notice the showers this morning increasing. again by mid-morning. middle of the day is when we'll see the heart of the rain falling. lunch time in through the early part of the afternoon. as we get into the late part of the afternoon, that line of showers will be moving through us. temperatures will make a run to the upper 40s, even low 50s. now, west of town as i wednesday, there are your winter weather advisories, cumberland, southwest toward the high country into west virginia. we've got the clouds. they're moving in now. garrett county by the way was in a winter weather advisory. it's going to surge warm air quickly so there won't be that many problems. they're already 39. petersburg 46. 27 in frederick and 39 here in

d.c. let's check in with monika samtani this tuesday morning. she's got your timesaver traffic. >> thank you so much, howard. good morning, everybody. it's 5:00. that means the rush hour is really going to gear into place right now but you're in good shape if you're planning to head on the west side of town. no problems to report on the dulles toll road or 66 across the american legion bridge we're looking good. a tiny bit of slow traffic. really this is no concern here as you head for the toll road or down into annandale and springfield. you'll be just fine right now. let's take a look at our live picture this time on 270, southbound at falls road. this is pretty much how it looks coming in from frederick. a few brake lights at 109 but no big deals. back over to the maps this time to 66 on the inbound side. looking good out of manassas into centreville. all lanes are open right now into fairfax and tysons corner. and now let's take a live look in springfield on the northbound side of i-95. this usually is our heavier spot at 5:00. back to you. >> thank you, monika. for the fifth time this school year, students in prince george's county are dealing

with the murder of a classmate. >> the latest victim went to suitland high school. delia goncalves is live in forestville at the school with more on where the investigation is at this point. they still have a lot of questions. >> reporter: absolutely. lots of questions. good morning. it will be a very difficult day for students here at suitland high school and even staff members as well. over the weekend, over the holiday, a student was killed. so they all returned to class knowing that one of their classmates is now gone. let's take a look at some video of the scene that was shot yesterday. police are telling us a 15-year- old male student was killed around 4:20 monday afternoon. police were called to the 4,000 block of 28th avenue in hillcrest heights to check on the welfare of someone. when detectives arrived, they found the boy on the ground suffering from upper body trauma. we're told he was pronounced dead later at the hospital.

>> the investigators do have some leads they're working, nothing that they want to share with the media just yet but they do have some leads. >> reporter: police are following those leads very closely, talking to neighbors in the area. we know the young boy left in the area where he was later discovered suffering from that upper body trauma. we don't know exactly what that trauma was so still lots of unanswered questions. however, sad news to share this morning to the family of those who belong to suitland high school, one of their own killed over the holiday weekend. we'll have much more on the story coming up at 5:30, including the search for the suspect and what school officials have to say about the fifth student as we said killed in prince george's county. back to you. >> delia goncalves with that live update from forestville, maryland. police have not identified a woman who may have been killed before her body was discovered in a fire. firefighters broke down the door of a burning apartment

yesterday morning in reston, virginia. insides the home on waterside view drive they found the woman's body, but investigators suspect she didn't die as a result of the fire. so far no word on the exact cause of her death or possible suspects or even motive in this case. witnesses seder der ya police returned -- say alexandria police returned fire after a suspect shot at them first. this happened at a town house on duke street. officers responding to a domestic dispute call found a man with a gun. no officers were hurt. moms and dads in arlington, this next story is for you and it's about when you need to pick your kids up today. today and tomorrow are makeup days for the january 28 snow day. this schools that make up the startford program will not release early as they normally do. elementary schools that normally have early release days on wednesday will have a full day tomorrow. this is to make up and make sure students get the required

climbing. it stands at $3.73 a gallon. that's the most expensive ever for this time of year. in our area, we are averaging $3.77 a gallon this morning. get ready to hear a lot about microsoft's latest twist on e-mail starting today. it is so confident it has the internet's best e-mail service. microsoft is about to spend at least $30 million sending its message across the united states. the barrage begins today for outlook.com as it goes head to head with google's g mail to welcome new users, microsoft is financing what it believes to be the biggest marketing blitz in the history of e-mail. we'll see ads on prime time tv, radio stations, website, billboards and buses, also you give a second look to outlook which so many of us used a million years ago maybe making a comeback. >> they're trying their best. charlie had a great interview with bill gates and talked about the hits and misses over the years. >> that's all part of that marketing plan. >> they're trying to ramp it

hello and welcome back to wusa9. howard is here with a weather sandwich for you. can you explain. >> we're going to have a dry start. i think a relatively dry finish but right in the middle is where we have showers to munch on. lunch time for your wet sandwich there. we're going to get the first tidbits of that this morning. first tidbits of drops so to speak will be coming in toward the tale end of the rush hour or mid-morning. the heart of it will be right during the middle of the day. then we'll be on the dessert course by 3:00, 4:00. if it all works out, we'll have dry commutes on either end. here's a look at the day planner on this tuesday morning. calling for temperatures which are in the 30s now to be in the low 40s by noon with the

showers around. we're going to make a run to the upper 40s, potentially 50 depending on how quickly the showers start to exit the area. then the winds will really kick up out of the west tonight behind a cold front that will mean a blustery night tonight and a blustery wednesday. here's our rain and mountain snows now mixing in with some sleet as well. nothing close to d.c. at the moment. but out in western maryland, west virginia. now we're starting to see the snow in the higher elevations coming in. we've got winter weather advisories for the high country out there till about 11:00 a.m. this morning. temperatures are generally in the 40s underneath the rain shield. when you get into the mountains, cumberland is 28. that's the problem here. some of the valleys in between the mountains are going to hold the cold air a little longer. even if it transitions to rain and the valleys, it may be freezing rain for several hours. 36 in arlington this morning and ashburn. germantown is down to 31. college park 32. 27 up in columbia and waldorf this morning at 36 along with

alexandria. outside you're looking at reagan national airport. great visibility. it's a quiet morning. skies are mostly cloudy with a south wind at 13. that's giving us a windchill 361. but the air is still dry. look at that. the dew point 23. demp 39. -- temp 39. that's relatively dry air. we have the storm that's going to produce the weather today and the wind tonight and tomorrow. that's really the heart of it is up here. you can see low pressure spinning north of chicago this morning as it moves in toward western areas in michigan and the cold air behind it, we've got the snow. the showers and storms all the way down to the gulf coast coming through alabama. atlanta seeing some rain this morning. you have an early flight through hartsfield, there could be some delays down there. we'll watch this area of moisture head in our direction. got the rain and snow mix this morning out to the west. this will be arriving here later this morning. by 11:00 you'll notice this line of showers across the heart of the metro. you get north of interstate 80. now we're talking a little bit

cumberland, petersburg, those areas will see a little bit of sleet and freezing rain for a few hours. we're going all rain. depending on how quickly we can get the bulk of the rain out of here, we might get toward 50 in a few spots with winds out of the south, southwest 10, 20 miles an hour with late day clearing. here's a look at the winter weather advisories. it's all in the high country well west. that goes till 11:00 a.m. watch out for a little sleet, snow, freezing rain for a few hours. you see the moisture moving in from the west just about into western maryland. look how warm it is in oakland at 39. cumberland 28. that's why they're under the advisory. we're 39 in town. culpeper already 41. we're looking at highs today going up into the 40s to even 50 south and southwest of town. monika samtani stepping in. she's got time saferrer traffic. how are -- saver traffic. how are things looking now? still looking really g. yes, you have the brake lights and of course you should expect that on the interstates but there are no big accidents.

everyone is behaving themselves, in other words. southbound i-270 looks great from frederick. you've got your brake lights beginning at route 109. that's going to extend from 109 from about here heading down to 121. looks like there may be a traffic stop right there after route 109. no one really cares. everything is final. let's go back to the maps. no issues as you travel inbound on i-66. a little bit of slow traffic on the outbound side. that seems to be the same issue everything single morning but it's outbound, not inbound. a live look northbound 395 at duke street. still looking good to the 14th street bridge. they want to do everything they can to avoid these big budget cuts known as sequestration. so several county executives are banning together and they're trying to put some pressure on congress. >> on wusa 9news at 7:00, county executive isiah leggett talked about the devastating impact the budget cuts would have on montgomery county. >> we have 47,000 federal employees that are living in

montgomery county. and it could very well mean layoffs and furloughs for a large number of people which adversely affects everyone, not just those employees but it affects the commerce in montgomery county, it affects tax dollars, it affects us across the board. >> county executive leggett will be joined by his counterparts in prince george's county and howard county. they are now just ten days away if those cuts taking effect on march 1. this is worse than the fiscal cliff we could fall off. >> this is so sad. this is the fifth time this year police are investigating a murder of a prince george's county student. the latest victim, a 15-year- old who went to suitland high school. delia goncalves is live outside the school with more on where the investigate stands. delia? >> reporter: still a lot of unanswered questions at this point. students and staff as you mentioned returned to some terrible news. it was a holiday weekend. they are back to class a little later this morning and they now will hear that a student, a 15-

year-old boy, was murdered on monday. we still don't know how or why, however. take a look at this video that was shot on monday. police were called to the 4000 block of 28th avenue. that's in hillcrest heights to check on the welfare of someone. when detectives arrived, that's when they discovered the 15- year-old boy on the ground suffering from upper body trauma of some sort. even though neighbors believe the young boy was shot, police are not ruling out a stabbing at this point. neighbors also reportedly saw the boy collapse in the grass. police are telling us they believe that he lived near the area where he was found to be suffering from the upper body trauma. he was then transported to the hospital where he was later unfortunately pronounced dead. school leaders reeling from this murder have released a statement in part calling the senseless and saying this is unfortunately far too common. we can tell you that grief

counselors will be at the school today here as long as it is needed. and it's going to be a tough day and probably a tough week for students here and the staff at suitland high school. back to you, mike. >> thanks, delia, live out in suitland high school this morning. a man already sentenced to prison for a hundred years goes on trial today for the murders of a largo woman and her daughter. the bodies of delores dewitt and her 20-year-old daughter ebony were found march 2009 in a burning car. the defendant is serving time for a series of burglaries and armed home invasions in 2008 and 2009. he used a database from his job at ups to select his home invasion targets. the dewitt home was one of the ones he picked. a close call for prince william county firefighters overnight. crews rushed to an apartment building in manassas late last night. they tried to douse the flames from inside the building but part of the third floor roof collapsed on top of them.

the firefighters sent a may day signal but all managed to evacuate without getting hurt. two firefighters were sent to the hospital just for observation and one for inhalation. dozens of people have been forced out of their homes. an investigation into what caused the fire is still ongoing. good morning. it's 5:34. it's time for another your money report. >> jessica doyle is back with news on how you can cut the cost of college and even though his kids are nowhere near college, take notes. >> i'm right there with you. right now is a tense time because a lot of high schoolkids are waiting on acceptance letters right now. fingers crossed or maybe you're a grownup and thinking about a career change that requires further education. either way, tuition costs could abmajor factor in deciding where to go to school or whether to go at all. nowadays americans are carrying more than $1 trillion in student loan debt. that's why bankrate.com looked at some of the lesser known

ways to cut college costs. we're going to start with state tuition aid. you hear about federal aid programs all the time but you should be looking into state programs as well. they hand out billions of dollars in aid each year to qualifying students. another route to consider, loan forgiveness for in demand professions. these programs tend to apply for teachers, health care, and legal defense either through federal or state programs. so look into that. bankrate also says collegegoers should be aware of the so- called academic common market. this is a cooperative it 14 southern states, delaware, and maryland. it allows students to pay in state tuition rates outside of their home state if their field of study isn't offered at a public university in a state where they live. if multiple siblings are headed to the same college at the same time, consider the school's financial aid office and ask them for a family discount. they actually hand those out in some cases. final thought for you. be careful about debt load.

"the wall street journal" is reporting today that people with degrees in the arts tend to carry the greatest college debt. the median debt load of schools specializing in art, music and design average almost $22,000. that works out to be a loan payment of $248 a month. we know coming out of school they're not making huge salaries but their actual debt is higher, too. so you've got to think hard and long about those degrees. >> good advice. bankrate,.com, "wall street journal," two places to look. >> more community colleges are looking more attractive but they're not cheap either. >> state schools are so competitive nowadays. >> jess is not done yet. she'll save us more money after the break. daily deals coming

unfortunately for allegany county, you're cold enough, a little bit of snow, sleet, freezing rain so a two-hour delay. let's talk the metro region. 39 degrees or 37 degrees, excuse me, at 8:00. by noon low 40s with the rain. we're going to climb, though, into the mid, upper 40s, even slow 50s south of town with a brisk southerly wind at 10 to 15 miles an hour. late in the afternoon, evening hours we'll start to clear out. these winds turn westerly. that's colder air moving in and tonight and tomorrow, we'll be windy and cold. in fact, tomorrow's windchills staying in the 20s. there's that rain and mountain snows now falling across west virginia, parts of pennsylvania, even into the high country there. extreme western north carolina. locally we're watching this moisture coming through west virginia toward western maryland now, the virginia, west virginia border there. as we look closer to winchester, martinsburg, hancock, there could be a little bit of light rain or snow mix falling in some areas.

the air is still kind of dry over us and it's certainly much warmer than yesterday morning. we were just looking at these numbers saying wow, oakland is 31 degrees warmer than yesterday at this time. it's 22 degrees warmer in culpeper. even the areas that aren't as impressive are still 14, 15 degrees warmer than what they were yesterday morning. so that warmer air is moving in. so we're expecting mainly rain out of this. i'm sorry, snow lovers. it's been a bum of a winter again. it is in the 20s in a few spots like cumberland. these valleys out here are going to have a few problems when the precip starts. it will be freezing on contact. that's why winter weather advisories out there till 11:00 a.m. outside looking pretty good right now. great visibility. we've got clouds around but mostly cloudy skies. that is at national. wind out of the south at 13. so the 39 feels like 31 but the humidity only 53%. that'sy think some of the initial bits of rain, snow, whatever will be evaporating before reaching the ground. this has been quite a storm.

a cha classic -- a classic comma shape extended all the way down to the new orleans with the trailing cold front. cold enough for snow and blizzard conditions over the weekend on the back side of this storm. now we're looking at the rain showers that are moving in. but really the bulk of this probably not starting till 8:00, 9:00. and i think 3:00, 4:00 it's out of here. that's the good news. here's a look at the forecast today. we have temperatures which are going to reach the upper 40s in d.c. rainy and mild. again the middle of the day. the commutes will be optimistic but still a yellow alert because the middle of the day traffic will be hampered by this. tonight we dip in the 20s and low 30s. only 3 tomorrow but it will feel like it's -- only 38 tomorrow but it will feel like it's in the 20s with the winds gusting. friday rain showers return, 43. a few more showers saturday and then mild on sunday. monika samtani, it's a decent tuesday morning. >> yeah. it's very decent. >> we'll take it. >> i say even better than decent. it's say it's terrific.

all the people inside that home are fine. but because the flames are so intense, the crews have been spraying water from the outside instead of trying to go inside the home. they don't want to put the firefighters at greater risk as they try to put this thing out. paraolympic runner oscar pistorius broke down in tears inside a south african courtroom this morning. >> no tv cameras were allowed in the courtroom at the bail hearing which comes on the same day of the funeral of his girlfriend, the woman he's accused of killing. >> reporter: police brought track star and murder suspect oscar pistorius back to a south african court for a bail hearing. prosecutors say he should stay in jail for the shooting death of his girlfriend reeva steenkamp. the paraolympic runner cried in a closed courtroom as prosecutors accused him of premeditated murder. they say pistorius put on his prosthetic legals and walked across the room before firing four shots at his girlfriend through a locked bathroom door.

family members of the supermodel are holding her funeral in the south african city of port elizabeth. >> i think everybody is shocked. and it will be a bad day for them today. >> reporter: pistorius' family calls steenkamp's death a tragic accident. they say the sprinter known as the blade run forehis prosthetic legals is not a killer, but a sportsman who acted on instinct. pistorius' family says the runner shot steenkamp inside his upscale home because he thought she was an intruder. unconfirmed reports say police found a bloody cricket bat at the crime scene. pistorius' agent says the double amputee has canceled all future rays. >> it's a package -- races. >> it's tragic future circumstances and events that have unfolded and we can only give oscar our support at this point in time. >> reporter: steenkamp had been dating pistorius for several months. her family says they want to know why their beautiful daughter had to die. cbs news.

i-95 corridor, the metro and especially east. as we get to the late afternoon, now we're seeing the bulk of the rain pull away with a lingering shower. highs should make it well up into the 40s, maybe the low 50s. 5:57. students are returning to class after the holiday weekend and many of them are still going to be extra hungry. >> that's because thousands of children in our area rely on the free meals they get at school. but in today's hero central, jc hayward salutes an organization that helps make sure needy students always have something to eat. >> one of the richest counties in the united states, montgomery county, but there's 47,000 kids on free and reduced food plan. >> reporter: jeremy licten stein couldn't take it any longer when he learned kids in his county face regular bouts of hunger on the weekends, at a time when they don't have subsidized meals from schools. >> one thing we found in speaking to our families, that many of our students on the weekends go hungry.

he tell us about it monday morning. >> reporter: one year ago, jeremy started kids in need distributors. the organization is made up of volunteers preparing meal packages for elementary schools in montgomery county. >> we give them quite a bit of protein. we give them tuna fish, soup, applesauce, raisins, things like that that will help them get through the weekend. >> reporter: they serve 600 students, including 100 students at broad acres elementary school in silver spring. >> the research is very clear that kids are well nourished, they're going to be better able to learn in school. we're very fortunate at broad acres. all of our students receive a free breakfast every morning and then students, about 95% of our students do receive free and reduced meals in terms of their lunch. >> reporter: volunteers shop and then send the food every six weeks to the schools. students are then able to be
